All 3 component payloads are required — the bundle is rejected with 422 if any one is missing.

- Each component runs on its own schedule exactly as it does standalone — the bundle adds no execution logic of its own, only one dashboard and one invoice, plus AI Visual Change Intelligence once that capability is validated (never a core dependency).
- FAILURE_MODES is the union of its 3 components.
- The bundle never shows SELLABLE before all 3 components are individually SELLABLE (fail-closed).

Autonomie
The bundle inherits the strictest autonomy threshold of its 3 components (Critical, via Access Monitor: >=90% SELLABLE / >=99% general availability). Access Monitor alone has measured PILOT evidence (1,503 backtests, 99.9% autonomy); Consent Check is sold on its own with its own measured evidence; Low-end has 0 real backtests against hardware yet — so the bundle as a whole is not sellable on autonomy grounds today.
